The City of Davenport has unveiled its 2026-2027 strategic priorities, aiming to address key community needs and foster growth. The plan emphasizes five main areas: affordable housing, economic development, community building, infrastructure, and public safety.
Affordable Housing Initiatives
To tackle housing challenges, the city plans to implement a $5 million Heritage Fund dedicated to housing and homelessness. Efforts will include zoning reforms to accommodate tiny homes and multi-family units, alongside enforcing landlord accountability. New tools such as a revolving down payment loan fund and an Urban Revitalization Tax Exemption are also in the works.
Infrastructure and Public Safety Enhancements
Infrastructure improvements focus on neighborhood street repairs and addressing high-traffic corridors to alleviate congestion. A comprehensive sewer leak study is planned, with utility upgrades aligned to support economic expansion zones. Public safety measures include auditing police and fire staffing to reduce response times and investing in advanced public safety technology. Additionally, a new model for animal control services and sheltering is being developed.
Economic Development and Community Engagement
The city aims to stimulate economic growth by creating developer incentive packages, reviewing downtown parking strategies, and completing projects funded by the American Rescue Plan Act (ARPA). Plans are also underway to open an employee health clinic. To strengthen community ties, Davenport will partner with nonprofits to address homelessness and release more frequent public safety updates. Regional goals include talent retention, youth civic engagement, diversified business recruitment, and targeted development along key corridors such as Brady/Harrison, Elmore, Veterans Memorial Parkway, West End, I-280, and the Downtown riverfront.
